BRIEF DESCRIPTION

CBM InternationalMain components:

· Human resource development (HRD) for Indo China countries that surround Thailand. This training programme is in collaboration with the Ministries of Health and Prevention of Blindness committees of Laos, Vietnam and Cambodia: a programme of surgical training in a range of necessary skills for ophthalmologists and basic eye doctors. Small incision cataract surgery training features highly in the intended outputs.

· Service delivery of cataract surgery in underserved areas of Thailand.

· Supply of vital equipment and consumables for the implementation of more widespread cataract service delivery.

BACKGROUND

The partner agency in Thailand and Indo China is the Christian Blind Mission (CBM) Central East Asia Regional Office (CEARO). The project for Seeing is Believing is called “Sight Restoration through Vision 2020”, which consists of two approaches, Part A: Human Resource Development – Small Incision Cataract Surgery (SICS) for Thailand and Indo-China countries (Cambodia, Laos and Vietnam); and Part B: Closing service gaps in underserved geographical areas through Community Based Rehabilitation (CBR) networks in Thailand, from 2005-2007.

PROGRESS

Thailand MapThe programme has taken substantial planning and much co-ordination has been necessary to draw together the collaborating parties. Programme activities are started in early 2005, therefore this report is a summary of the preparations.

July 2004
The CBM Director of Continental Desk Asia presented the Standard Chartered Bank programme to non-government organisations (NGO) partners at the International Association for the Prevention of Blindness (IAPB) workshop at the Institute of Public Health Community Ophthalmology Training Centre, Maharat-nakhonratchasima Regional Hospital, Nakhonratchasima (Korat) Province, Northeast Thailand. The first project proposal was drafted under the theme of “VISION 2020 Human Resource Development for Indo-China”.

August 2004
The revised proposal covered these areas; Part A: Human Resource Development – Small Incision Cataract Surgery (SICS) for Thailand and Indo-China countries (Cambodia, Laos and Vietnam); and Part B: Closing service gaps in underserved geographical areas through CBR network in Thailand, for the period of 2005-2007.

October 2004
The Programme Officer at CBM CEARO Bangkok, met the Director of the Institute of Public Health in Korat to discuss details of the project and create a plan of action.

November 2004
Technical arrangements for SICS Master Training was discussed at a meeting in Korat.

December 2004
The IAPB adviser for Thailand visited CBM CEARO and requested that CBM CEARO submit an official proposal to the Institute of Public Health Ophthalmology for approval. Consequently, CBM CEARO submitted the project compiled of PART A and Part B (as discussed above), to the Institute of Public Health Ophthalmology.
